Which base should I use?
It depends on what you want to learn. Followers compares interactions with the size of your audience, reach with the number of people who saw the post, and views with the number of views. Rates on different bases are not comparable, so pick one and keep it.
What counts as engagement here?
Likes, comments, shares and saves added together. If a platform does not give you one of them, leave the field empty and it counts as zero.
What is a good engagement rate?
There is no single number. It depends on the base you divide by, the platform and your account, so the useful comparison is against your own earlier posts measured on the same base.
Why is 1.5 refused as a number?
Counts are whole numbers. A dot, comma, space or apostrophe is read as a thousands separator, so 1.234 means one thousand two hundred thirty-four, and a value like 1.5 is refused.
